Project History:

Upper Neuadd Dam is a Grade II listed building completed and opened in July 1902. The reservoir is the first in a series of three in cascade and is remotely located within the Brecon Beacons National Park near to Pen-Y-Van. Following years of exposure to the natural elements the dam requires significant maintenance to protect it for future use, part of this protection was to open the existing tunnel through the dam, providing additional pressure relief during a Probable Maximum Flood. The works were recommended following a Section 10 inspection under the Reservoirs Act 1975.

Project Scope:

Construct a dry access track within the reservoir basin, to facilitate the project and provide future access for maintenance and inspection.
Remove all existing large diameter pipework from the tunnel.
Line the existing tunnel with concrete.
Construct a new masonry apron and wall downstream.
Remove the existing brick masonry plug and install a coarse trash screen at the upstream entrance.

What did we do?

Manage the Dwr Cymru Welsh Water(DCWW) project governance process.
Developed the Project Programme (P6) to meet the expected regulatory output dates.
Identified and mitigated Project Risk, before and during the Project.
Managed all internal and external stakeholders, DCWW, Cadw, BBNP, NRW, Powys CC, ARUP, All Reservoirs Panel Engineer
Preparation of Project ITT, and management of the procurement outcome.
Completed the Construction Phase Plan (CPP)
Oversaw mobilisation to the site.
Communicated progress and provide reports to the client.


Working within an active reservoir, a National Park limited access location.
Constructing on or next to a listed building
Environment – Removal of fish, managing water levels and silt deposits within the reservoir basin.
Ecology – Bat mitigation, Badgers


The project realised the full scope and was completed during the wettest winter on record.
